  • President gives nod for delimitation exercise in NE States

On February 28, 2020, President Ram Nath Kovind gave his nod for resuming delimitation exercise in the northeastern States of Arunachal Pradesh, Assam, Manipur, and Nagaland by rescinding/cancelling the February 8, 2008 order. The decision has been taken following the improvement in the security situation in these states and a reduction in insurgency incidents.

In accordance with the government data, by February 19, 2020, the issuance of RuPay debit cards under the Pradhan Mantri Jan Dhan Yojana (PMJDY) reached an all-time-high of 29.14 crore. The data states that three out of four Jan Dhan account holders have a RuPay debit card but it is not clear how many use it.

  • Fiscal deficit reached 128.5% of budget estimate at end-January 2020:Govt data

On February 28, 2020, According to the Controller General of Accounts (CGA) of Department of Expenditure, Ministry of Finance, fiscal deficit of the country reached 128.5 % of the estimate for the whole year at the end of January 2020.The loss stood at Rs 9,85,472 crore ($137.05 billion).The deficit was 121.5 % of the revised budget estimate (RBE) for the same period of the previous financial year-FY 2018-19.

On February 15, 2020 mini- moon or planet’s 2nd moon “Dubbed 2020 CD3” was discovered by Kacper Wierzchos and Teddy Pruyne of the NASA-funded Catalina Sky Survey (CSS) in Arizona, US.It is an asteroid about the size of the car & its diameter is about 1.9-3.5 metre.

On February 29, 2020, An international team of Astronomers including from the Curtin University node of the International Centre for Radio Astronomy Research in Perth, Australia, have discovered biggest explosion seen in the universe since the Big Bang by using X-Ray and radio telescopes, including India’s Giant Metrewave Radio Telescope (GMRT) in Pune,Maharashtra.

Niti (National Institution for Transforming India)) Aayog’s Atal Innovation Mission (AIM) has collaborated with Nasscom (National Association of Software and Services Companies) to launch the artificial intelligence (AI) based module including AI kits across 5000 Atal Tinkering Labs in the country from February 27, 2020 so that students can get for better knowledge of AI. Additionally, an AI Step-up Module is under development that is to be launched as next step.

On January 31, 2020 India’s first of its kind fruit train was launched from Tadipatri Railway Station in Anantapur district & from Kadapa district of Andhra Pradesh. This is the first time an entire train carrying a load of 980 metric tonnes of locally grown bananas which has been sent to the Jawaharlal Nehru Port Trust (JNP)in Mumbai, Maharashtra.Those bananas will be exported to Iran.

This is the 1st time both engines of the aircraft were powered by bio-jet indigenous fuel. Aircraft was took-off from Kushok Bakula Rimpochee Airport, Leh because it was considered to be one of world’s highest and most difficult operational airfield. Before undertaking operational flight to Leh, the flight was tested along with performance validation at Chandigarh Air Base.

The bombings have set off warning sirens in the southern city of Ashqelon and several other locations. Israel launched airstrikes on extremist group Islamic Jihad in response to a barrage of rockets from the group aimed at Israel earlier on the same day.

  • India to get Peninsular & Air Defence Command by next 2021, theatre commands by 2022

In order to deal with future security challenges, India’s first Chief of Defence Staff (CDS) General Bipin Rawat has proposed Peninsular Command by merging Western and the Eastern Command of the Indian Navy, which will spread from the Sir Creek near the Arabian Sea to the Sundarbans in the Bay of Bengal. It will be under the operational control of the Navy Chief and will have air assets and support from the army. This tri-services Peninsular Command will be responsible for dealing with maritime security challenges in the Indian Ocean Region (IOR). It will be rolled out by the end of 2021.

  • RBI conducts 3- year Long term Repo Rate Operations(LTRO) for ₹25,000 crore

On February 17, 2020, the Reserve Bank of India (RBI) has started the first tranche of long-term reverse repo operation (LTROs) by conducting a three-year issue worth Rs 25,000 crore for which it received bids of more than Rs 1.944 lakh crore. The central bank has accepted bids of ₹25,035 crore. The RBI will conduct the second issue for Rs 25,000 crore on February 24 which will have one-year tenor.

> What is LTRO?

On February 6, 2020, the RBI released “Statement on Developmental and Regulatory Policies” which stated about Long Term Repo Operations (LTROs) for improving monetary transmission. It is aimed at providing cheaper money to banks at the repo rate so that it can be used to boost credit growth. RBI decided to conduct Long Term Repo Operations (LTROs) for one-year and three-year tenors for up to a total amount of ₹ 1,00,000 crores at the policy repo rate. Simply, RBI is injecting Rs 1 lakh crore into the banking system through auctions with long term maturity periods (compared to one day repos) of 1 year and 3 year. LTRO is in addition to the existing LAF (Liquidity adjustment facility) and MSF (Marginal Standing Facility) operations. The current repo rate is 5.15%.

> Features of LTRO

i.LTROs will be conducted on CBS (E-KUBER) platform.

ii.The operations would be conducted at a fixed rate. Bids below or above policy rate will be rejected.

iii.In case of over-subscription, the allotment will be done on pro-rata basis. RBI will, however, reserve the right to inject marginally higher amount than the notified amount due to rounding effects.

iv.The minimum bid amount would be Rupees one crore and multiples thereof. The allotment would be in multiples of Rupees one crore. There will be no restriction on the maximum amount of bidding by individual bidders

> How LTRO work?

Funds through LTRO will be provided at the repo rate. This means that banks can avail one year and three-year loans at the same interest rate of one day repo. Usually, loans with higher maturity period (here like 1 year and 3 year) will have higher interest rate compared to short term (repo) loans. If the RBI is ready to give one-year and three year loans at the low repo rate, then it will put pressure on banks to reduce their lending rates. Hence, there will be a decline in short term lending rates of banks.

In a report tabled in Parliament, CAG said there are huge shortages and grossly inadequate reserves of specialised winter clothing, snow goggles, multi-purpose boots and other equipment for Army troops deployed in high-altitude. “That CAG report pertains to the year 2015-16. So it is not the report of the present times. It is a little outdated in that sense. But I would like to assure you that as of today, we are very well prepared,” General Naravane said.

  • Nirmala Sitharaman today said that there is no intention to tax global income of NRIs.

Nirmala Sitharaman today said that there is no intention to tax global income of NRIs and only income generated in India will be taxed. Following the Budget announcement on Saturday there was confusion about
the tax liability of Non-Resident Indians (NRIs) on their global income. “What we are doing now is that the income of an NRI generated in India will be taxed here. If he’s earning something in a jurisdiction where there is no tax, why will I include that into mine that has been generated there,” she said. “I am not taxing what you’re earning in Dubai but that property which is giving you a rent here, you may be an NRI, you may be living there but that is revenue being generated here
for you.

This is the 1st time both engines of the aircraft were powered by bio-jet indigenous fuel. Aircraft was took-off from Kushok Bakula Rimpochee Airport, Leh because it was considered to be one of world’s highest and most difficult operational airfield. Before undertaking operational flight to Leh, the flight was tested along with performance validation at Chandigarh Air Base.
